DEPARTMENT OF PLANNING AND INFORMATION

The Department is responsible for coordinating the formulation and review of Ministerial policies and legislation; monitoring and evaluating the implementation of programmes and projects; coordination of parliamentary and cabinet business; and development of technical proposals for resource mobilization.

Functions

The Department performs the following specific functions:

 

  1. a) Coordinate the formulation and review of policies and legislation;
  2. b) Monitor and evaluate the implementation of policies, programmes and projects;
  3. c) Coordinate the development of strategic plans, preparation of budgets and other plans for the Ministry;
  4. d) Coordinate Parliamentary and Cabinet business;
  5. e) Coordinate research on topical and emerging issues in order to inform policy and decision making;
  6. f) Prepare project proposals for technical assistance and resource mobilization; and
  7. g) Mainstream cross-cutting issues into ministerial programmes in order to ensure equity and social inclusion.
Units

Policy and Planning Unit

 

The Unit is responsible for coordinating, formulating and reviewing of ministerial policies and legislation.  It shall also be responsible for coordinating, the development and review of strategic plans as well as the coordination of Parliamentary and Cabinet business.

The Unit performs the following specific functions:

a) Coordinate the formulation and review of policies and legislation;

b) Coordinate the development, implementation and review of the Ministry’s Strategic Plan;

c) Coordinate research programmes which support policy formulation and appraisal in order to promote evidence-based policy formulation;

d) Mainstream cross-cutting issues into ministerial programmes in order to ensure equity and social inclusion;

e) Coordinate preparation of Ministerial Annual budgets and workplans;

f) Coordinate development cooperation with local, bilateral, regional and multilateral organisations;

g) Prepare project proposals for technical assistance and resource mobilization; and

h) Coordinate Parliamentary and Cabinet Business

 

Monitoring and Evaluation Unit

The Unit is responsible for monitoring and evaluating the implementation of policies, programmes and projects in order to facilitate the identification of interventions.

 

The Unit is responsible for the following specific functions: –

a) Develop, harmonise and implement a comprehensive M&E system for effective discharge of the Ministry’s strategy;

b) Monitor and evaluate the implementation of the Ministerial Policies; and

c) Undertake the compilation, publication, and dissemination of monthly, quarterly and annual reports on programmes and projects.
